Ensuring sustainable development is one of the key tasks facing every modern state. The successful implementation of this process depends not only on economic indicators but also on strong statehood traditions. In the Republic of Azerbaijan, established statehood traditions are based on principles such as the protection of national interests, strengthening legal and democratic state-building, enhancing public solidarity, and ensuring the permanence of independence. These principles ensure the country’s stable development, the welfare of society, and the creation of strong foundations for future generations.
In the statehood policy of the National Leader of the Azerbaijani people, Heydar Aliyev, national values and the interests of the people were always prioritized and regarded as a strategic line ensuring the long-term development of the state. State interests, which primarily manifest in political and legal spheres, reflect general interests aimed at the welfare of society as a whole. National priorities indicating the development strategy are national goals that express the long-term objectives of the state and the people. While protecting national interests ensures the strategic independence and long-term development of the state, public solidarity strengthens social integration and national unity. Today, democratic principles in state governance reinforce social stability.
The Constitution of the Republic of Azerbaijan, adopted under the leadership of Heydar Aliyev and forming the legal foundation of our modern statehood, created the primary legal basis for establishing a legal, democratic, and secular state and strengthened the legal guarantees of statehood traditions.
Humanism, which reflects a human-centered approach in state governance, protection of human rights and freedoms, is manifested in ensuring fundamental rights enshrined in the Constitution, improving citizens’ social welfare, and implementing principles of equality and justice. Humanism is one of the core ideological foundations in the policy of Ilham Aliyev. In state governance, special attention is given to the human factor, the protection of rights and freedoms, enhancing social welfare, and implementing humanitarian measures such as amnesty. Social protection of the population, support for low-income families, reforms in education and healthcare, reconstruction and return of populations to territories liberated after the 44-day Patriotic War are all based on the principles of humanism.
Continuing the political line of Heydar Aliyev in accordance with modern challenges, Ilham Aliyev, who strengthened Azerbaijan’s independence, restored territorial integrity, and enhanced the country’s international reputation, has repeatedly declared wide-ranging amnesties as a reflection of the value placed on human life. For example, the amnesty act announced in 2021 on the eve of the anniversary of our Great Victory covered more than 17,000 people, bringing joy to them and their relatives. In total, over 22 years, President Ilham Aliyev issued 39 pardons and 5 amnesty acts, demonstrating that the human factor has always been a priority in state policy as a continuation of the line established by Heydar Aliyev. Since 1995, amnesty acts have covered nearly 140,000 people.
From a historical perspective, the amnesty announced on December 15, 2025, reflects President Ilham Aliyev’s commitment to universal humanistic values and is associated with the declaration of 2025 as the “Year of Constitution and Sovereignty.” This links the decision to the restoration of Azerbaijan’s sovereignty and the full enforcement of the Constitution’s supreme legal power across all territories. The decision is based on adherence to traditions of humanism and mercy, the educational value of exemption from punishment, and trust in people’s compliance with the law. The categories covered by the amnesty illustrate this clearly: participants in battles for Azerbaijan’s sovereignty and territorial integrity, close relatives of deceased or missing persons, individuals disabled as a result of Armenia’s military provocations against civilians, women, persons over 60 years old, and minors who committed offenses.
In President Ilham Aliyev’s policy, humanism is not merely a theoretical concept but forms a practical foundation of state governance. This amnesty decision strengthens the application of humanism principles in governance and ensures the reintegration of released individuals into society, contributing significantly to the development of the state.
Thus, the adopted amnesty decision is a clear example of the Azerbaijani state’s commitment to humanistic principles. This step serves not only as a legal act but also promotes social integration, strengthens national solidarity, and prioritizes the human factor in state policy. The policy implemented under the leadership of Ilham Aliyev continues the statehood traditions established by Heydar Aliyev, demonstrating practical manifestations of justice, mercy, and tolerance, and will always be regarded as an important milestone in the history of statehood and serve as an example for future generations.
