        Rovshan Rizvan oglu Aliyev was born on June 14, 1965 in Ganja. He received his secondary education at M.A.Sabir School No. 5 in Ganja from 1972 to 1982. After graduating from secondary school, in 1982 he was admitted to the correspondence department of the Azerbaijan Institute of Technology (AzTI) on the specialty of "Technology of Leather Products". In 1982-1983, he worked as an employee at the "Goy-gol" complex in Khanlar district, at the Ganja city carpet-making plant and at the Nizami winery. In 1983-1985, he performed his active military service in military unit No. N in Semipalatinsk, Kazakhstan. After returning from military service in 1985, he was reinstated to the full-time department of the institute, and in 1990, he graduated from that institute with honors. On December 1, 1990, he was appointed as a laboratory assistant at the Department of “Footwear Production Technology and Materials Science” (FST) of the AzTI, in 1992 he was appointed as an assistant, in 1997 as a senior lecturer, and in 1998 as an associate professor. In 1991, he was accepted as a dissertation candidate at the Kiev Institute of Light Industry Technology, and on April 7, 1993, he defended his dissertation entitled “Creation of a high-efficiency shoe production process in a closed cycle” at that institute and received the degree of Candidate of Technical Sciences by the decision of the Higher Attestation Commission of Ukraine. From 14.04.–26.12.1994, he was appointed as the head of the postgraduate department of the AzTI. From 01.12.1994 to 20.12.1995, he worked as an assistant to the People's Deputy of the Republic of Azerbaijan in the Ganja City Assembly of People's Deputies and later as an instructor of the organizational department. On 04.10.1999, he was elected head of the “Technology of Multiplicative Goods and Materials Science” department of the AzTI, and on 09.09.2002, he was dismissed from that position due to the liquidation of the department.

       From 2000 to 2002, he was a doctoral student at the “Management of Industrial Production” department of the Georgian State University. The title of his doctoral dissertation was: “Creation of an Effective Industrial Policy in the Conditions of Transition to a Market Economy”.

       By the decision of the Higher Attestation Commission of the Republic of Azerbaijan on 16.01.2001, he was awarded the scientific title of “Associate Professor”.

       From 09.09.2002 to 06.08.2015, he was an associate professor of the “Administrative Management” department of the Azerbaijan Technological University. From 24.05.2013 to 01.09.2014, he was the head of the “Education Department” of the Azerbaijan Technological University, and from 01.09.2014 to 06.08.2015, he worked as the “Vice-Rector for Educational Affairs” of the Azerbaijan Technological University.

       On November 17-28, 2014, he participated in the “High Management of Education” seminar organized by the Turkish and Middle East Institute of Administrative Management in the Republic of Turkiye through the Ministry of Science and Education of the Republic of Azerbaijan and awarded with a certificate.

       From 10.09.2015 to 26.04.2024, he worked as the “Vice-Rector for Educational Affairs” of Mingachevir State University, and in parallel continued his activities as an associate professor of the “Organization and Management of Industry” department of that university.

       From 02.05.2024 to the present, he has been working as the Rector's Advisor on University-Industry Relations at the Azerbaijan Technological University, and in parallel continues his academic activities at the “Organization of Tourism Industry” department of that university with 0.5 staff units.

       Since May 2000, he has been a member of the New Azerbaijan Party.

       He is the author of 1 textbook, 1 monograph, 135 scientific works and methodological aids.

       He is married and has 2 children.
