Ulviya Mammadova was born on 07.05.1990. She graduated with honors in the field of Regional Studies (Korean) from Baku State University. In 2010, she participated in the student mobility program at Phai Chai University in Daejeon, South Korea. That same year, she also took part in a cultural exchange program organized by the Academy of Korean Studies in Seongnam. After completing her bachelor's degree at Baku State University, she was awarded a Korean Government Scholarship to pursue a master's degree at Yonsei University, one of South Korea's leading universities. Before starting her studies at Yonsei University, she attended a language preparation course at Inha University in Incheon, South Korea. She completed her master's degree at Yonsei University in 2015. During that period, she represented Azerbaijan at numerous international events.

From 2010 to 2011, she worked at KOTRA - the Korea Trade-Investment Promotion Agency, and from 2011 to 2012, at Securo Co Ltd in Korea. From 2012 to 2015, she worked with various organizations related to Azerbaijan-Korea partnership areas and participated in numerous international projects. Ulviya Mammadova is proficient in English, Korean, and Turkish, and has a good command of Russian. Since February 2016, she has been working in the Foreign Relations Department of Azerbaijan Technology University, and from September 2020, she was appointed as the head of the International Cooperation Department. She has experience in project management and team coordination. During her studies, she gained experience in managing international projects, as well as in managing risks and creating a team environment.
