The main functions of the Finance department


1. Ensure, within its powers, the implementation of the requirements of the Development Concept of the Azerbaijan Technological University;
2. Continuous accounting throughout the entire period of activity of Azerbaijan Technological University;
3. Efficient use of funds allocated from the state budget for the maintenance of Azerbaijan Technological University for the intended purpose and keeping records of expenditures by classification codes;
4. To carry out accounting on the purpose and rational use of extrabudgetary funds of Azerbaijan Technological University and on classification codes of expenses;
5. Ensuring the realisation of the three assets and liabilities of Azerbaijan Technological University and organising control over them;
6. To ensure distribution of goods purchased for official use of the University in accordance with the requirements of structural units and subdivisions of Azerbaijan Technological University;
7. Making proposals to the rector of the Azerbaijan Technological University on conducting an inventory of fixed assets, intangible assets and working capital, revaluation of fixed assets and writing off outdated and obsolete inventories according to their results in accordance with the relevant legislation;
8. Implementation of methodological guidance on primary accounting by the subdivisions within the structure of Azerbaijan Technological University;
9. In accordance with financial and accounting legislation, to control the economical use of material, labour and financial resources in the financial and support activities of the subdivisions included in the structure, and the protection of state property;
10. Compilation of primary accounting documents, accounting registers, accounting reports, bookkeeping and other documents related to financial transactions;
11. Making proposals on automation of accounting at the university and improvement of accounting programmes used;
12. Implementation of accounting organisation at the university in accordance with international and national standards;
13. Ensure proper accrual and timely payment of salaries (state salaries) and other payments (including travelling expenses) to university employees, as well as timely payment of taxes and withholdings from salaries (state salaries) and other payments;
14. Making the necessary arrangements for banking and treasury operations;
15. To prepare and submit to the Rector of Azerbaijan Technological University information and reports, including consolidated financial statements, intended for submission in accordance with the procedure established by law for the university, and send them to the relevant bodies in coordination with the relevant structural units;
16. Compliance with financial, budgetary, staff, cash and other norms and disciplines;
17. Perform other duties stipulated by the legislation, in accordance with the areas of activity.
