The main functions of the human resource department

The human resources department is a structural unit of the Azerbaijan University of Technology and is subordinate to the rector of the university according to the division of duties. In its activities, the Department is guided by the Labor Code of the Republic of Azerbaijan, the relevant laws and normative legal acts of the Republic of Azerbaijan, the Charter of the University and other normative and legal acts regulating its activities, as well as this Statute.
The human resources department performs the following tasks:
1. Development of the necessary internal normative-methodological documents on the university's human resources planning process, ensuring their improvement in accordance with international practice;
2. Implementation of the recruitment process at the university in accordance with the relevant rules and standards, continuous and operative activity in the direction of filling the available vacancies, as well as providing the university with the necessary number and quality of human resources;
3. Researching the market of labor resources and attracting relevant personnel in accordance with the identified employee needs;
4. Organization of recruitment contests, preselection and interviews;
5. Documenting the recruitment process;
6. Ensuring the implementation of human resources planning and recruitment programs and projects;
7. Preparation of various reports on the department's activity and implementation of the tactical plan, performing other current tasks;
8. Conducting organizational measures and relevant documentation for the education of employees;
9. Organizing and conducting the career planning process of employees;
10. Preparing proposals for strengthening the social security of university employees;
11. Preparation of various reports on the department's activity and implementation of the tactical plan, performing other current tasks;
12. Conducting personal affairs and personnel accounting forms of university employees;
12. Preparing employment contracts of university employees, making additions and changes to them, conducting paperwork on employee motivation and applying disciplinary measures;
13. To ensure the preparation of statutes and job instructions of employees for the staff units of all structures of the university by the heads of those structures and in connection with the university management, and to monitor their compliance with ISO quality standards in terms of content and form;
14. Formalization of hiring orders, including employment contracts, and ensuring that employees perform specified labor functions;
15. Monitoring the effective use and development of employees for the purposes of the university within the structural divisions, as well as ensuring the rights and privileges of employees;
16. Formalization and implementation of hiring and transfer of employees, dismissals in accordance with the legislation.
17. Human resources documentation and staff accounting;
18. Preparation of proposals for the formation, management and automation of the information base on human resources;
19. Entering information on salary, incapacity, business trips, labor and other leave of university employees into the system;
20. Issuance of appropriate references to university employees within their powers;
21. Determining the staffing needs of the structural units according to the staff table of the university and providing them with staff with the required professions and qualifications based on this need;
22. Establishing and monitoring the implementation of the rules and procedures for the search, selection and employment of personnel, as well as the replacement of duties;
23. Eliminating defects found in accordance with legislation and labor contract;
24. To formalize the suitability of professional and professional degrees of employees based on the evaluation of official employee performance conducted by the management, as well as, if necessary, to organize the attestation of employees and participate in the work of the commissions to be created in the university in this field;
25. Analyzing the number and quality of personnel, as well as the annual movement, and preparing proposals for management in this area;
26. Preparation of supporting materials for awarding employees, as well as financial and disciplinary liability.
27. Preparation of relevant documents on pension and their submission to social security bodies;
28. Preparation of timesheet accounting and leave schedule, formalization of next and additional vacations according to the approved schedule;
29. Preparing the election schedule for holding elected positions;
30. Controlling the state of labor discipline in structural divisions and compliance with internal rules of procedure by employees;
31. Examining applications and complaints related to employment, transfer to another position, release and violation of labor legislation and resolving the issues within the scope of the duties;
32. Calculating the length of service and maintaining documents specified for personnel, as well as issuing certificates on the labor activities of employees;
33. Acceptance, filling, storage of work books and opening of new work books;
34. Accounting of personnel, preparing and conducting personal affairs of employees, making changes related to labor activities;
35. Organization of archiving of documents related to one's activity.
